The heritage streetcars were commissioned as a Summer Trolley Festival to provide an alternative heritage tourism experience while the iconic cable car system was shut down for a major overhaul. Starting in 1982, the trolley festivals were so successful that a full-time historic streetcar service was continued after the cable cars were back in action.

San Francisco's has one of the largest fleets of historic streetcars. The F Market & Wharves line is one of several light rail lines in San Francisco, California. Unlike the other lines, the F line is operated as a heritage streetcar service, using exclusively historic equipment both from San Francisco's retired fleet as well as from cities around the world. Many of the restored cars are painted in the color schemes of prominent past and present PCC streetcar operators, including Muni itself and 26 U.S. cities, based on the city of origin of the streetcar.
